Note:
Second in a series, in a sense:
This may have been marketed as a companion to The Resident Witch (1970), by the same writer and illustrator. There Witcheena, and here Witchard, are young girl and boy witches, perhaps of the same extra-terrestrial race, in adventures with human schoolchildren.
Evidently The First Astrowitches (1984) is a sequel to both.
Synopsis:
"While his mother is attempting to locate an unpolluted planet for witches, Witchard decides to do something to save Halloween."
--summary, library records of the 1st ed.
"Air pollution is getting so bad that the witches, whose noses are too long for gas masks, will soon be unable to fly. So that he can learn about pollution and maybe help to stop it, Witchard the witchling enrolls in fourth grade at the earthlings' school. ..."
