Synopsis: From "Marine Engineering", July 1898, p. 33: "This book is really 230 pages of glorification of the British Navy with corresponding disparagement of other navies including the French and United States... Instead of concentrating interest upon a logical discussion of the subject, the author wearies his reader with interminable discussions of side issues. To make these palatable he works in a lot of narrative about imaginary sea fights in which the French fleet finally meets with disaster, in a war with that nation, and the United States having turned pirate is equally subdued."
