The action opens onto an overpopulated and autocratic future Earth, whose government is sending off its final interstellar starship. It is decided that the crew will be a band of rebels the government is eager to get rid of, including one particularly dedicated spaceman, and the destination will be the marginally habitable planet, Rustum. Once there the men must fend for themselves. Rustum is revealed in meticulous, authentic detail: it is too large and the atmosphere too dense for the men to settle at sea level.
